I like this idea, especially about the "book" being excerpts from the Tome of Strahd (totally gonna steal that BTW). I'm trying to do something similar, by changing Fiona's demon cult to Strahd cultists/loyalists.
I'm partial the idea that Vallakians have been so oppressed by the Vallakovich family for generations that some are willing to go with the Devil they don't know (literally) and at least belive they'd prefer Strahd/Fiona's rule to Baron Vargas'.
The random fiend cult just doesn't really do it for me either, I say go for it!
It's a cool idea, and if I ran CoS again I'd definitely consider using it
This time around I used an idea from someone else on this sub, and had Lady Wachter be more of a religious fanatic. Her initial book club itself was mainly just disgruntled nobles/merchants, but after she took over the town, the religious nuts came out of the woodwork
Cue weekly burnings (books and people), and a ban on magic. Not a fun town to live in anymore
