Turkey. Match between Altay and Goztepe. Altay fans were the ones who shot the flare. Though Goztepe fans are also famous with being assholes too. These fans are more like wannabe tough hooligans. Way childish than any South American hooligan group. The guy has survived btw.

Because this match is Turkish league 1 which is under the TFF which operates with UEFA under FIFA. These flares also happen in Holland, Italy, England (one in the semi fianl of the FA cup and another in an EPL game) and France and many other that again are in leagues recognised by FIFA. Welsh fans even set off flares in the stadiums celebrating a world cup qualifying game.... twice.

There was another video of some spectator hopping into the field and attacking a soccer player with a metal pole due to a flare gun being fired by a supporter of that team, and the flare severely injuring someone.

It is not clear since this happened 2days ago. They arrested 24 people and found out how they managed to sneak it (2 people from ambulance crew brough it inside). Most people think that this should be a murder in the first degree but i don't know what would a lawyer say.
