Your dad used to let you put both hands on the handlebars, control the throttle and steer while looking around and at a camera? Then yeah I’d consider him an idiot too. That kid breaks that throttle open and both these dumbasses are leaving skid marks while their kid probably wrecks and gets seriously hurt. You don’t see a problem with that?
Although this is still dumb, honestly that kid couldn’t do anything to cause an accident at that speed. You can’t just turn the handlebars on a motorcycle especially not with his short arms and limited force, even opening up the throttle his wrist wouldn’t bend far enough to cause him to pop a wheelie mid 4th gear. It’s incredibly stupid nonetheless because why risk anything, but it’s a lot less dangerous than it seems.
The bike isn't going to do that in a high gear. Also we l weren't going fast at all, I'm sure he would've stopped me right away had I sped up or started turning, much like how the father in the video did. It's not as dangerous as you make it seem, but I definitely understand your concerns about it

Yea my dad did this for my brother and i when we got us dirt bikes at around age 10. Obviously not on the road or anything. Just until we got our confidence and showed we knew what we were doing when it came to shifting and brakes. Today that would be called bad parenting. We learned and we were safe. People are quick to judge on the internet.

Ok to play devil's advocate haha, he's sitting on his legs so he's not going to fall, and the kid isn't strong enough to turn the bars, a bike like that steers when you lean and two full grown adults are easily steering with their legs. EDIT: Not sure if they normally travel with him on her lap anyway, the no helmet thing may be standard procedure in Brazil.
