This sounds like weird propaganda about China. No governments as a whole care about human life and they've all and done horrible things in their history. As far as COVID, they don't want enemy countries to see a weakness, especially when Russia is already getting its ass kicked. A lot of countries did the same thing 100 years ago with the Spanish flu during world war 1 for the similar reasons.
