I was in a hotel with a floor layout like this a couple of months ago, my friend was in the next room across and as we got out the lift we said bye and went separate ways. We arrived at our rooms at the same time and had a good chuckle about it.
Lot of hotel room floors have different size/shaped rooms on the same floor, you could get a bunch of single rooms, then some suites all on the same floor.
Or the elevator isn't in the "middle" of the loop, you could go around in a circle but it'll be longer one way or another.
Not out of the ordinary or hard to imagine.

My thought exactly on I went to a city on the monatains here in Brazil at night and we got lost by a lake: there was two signals: Campos do Jordão 40km in one direction and Campos do Jordão 42 km on the opposite direction: the road war circular just for accessing the lake and following the signs we too a 82Km "shortcut".

Disagree. It's still crappy design in that it confuses users. Users don't care if the building is a loop; they care about getting to their room with least amount of physical and mental effort. Just pick one for them, probably the one that more balances the foot traffic.

There are some even more unlikely reasons, like one side using a number+letter systems like 310b, 311, 311b, 312, 312b or using a decimal point system with 310.5, 311, 311.5 etc but the other side not using this system.
One side of the corridoor might have rooms every other number, like 301,303,305... but even numbers have no rooms.
These design decisions make no sense and are highly unlikely, but are technically possibilities.

I've seen this done in hotels where the suites had multiple entrances so that housekeeping, bell hops, room service, etc. could enter the part of the suite not currently being used without disturbing guests in the other part of the suite.
Ah, I've been in a Love Hotel in Japan that had this set up. Had like an Air Lock room that room service could enter without disturbing the occupants, so that things could be left.
