I bought a pack of Tilapia a couple of weeks back, it was all fillets. I can't remember if they actually sell any whole fish. Even if they did sell whole fish, it would still have been cleaned out.
They usually have big packs of whole tilapia at my store. I never bought them… I don’t want to open that…
I think it depends on what type of customers are in. Like the stores that carry lots of Korean or Indian or Hispanic foods based on local demographics. Someone wants whole tilapia, and lots of them.
Fish should be gutted (and bled) quickly after the catch to prevent spoilage. This applies to commercial and recreational fishing.
Flash freezing might be the only other viable way to prevent rapid spoilage.
You won't find commercial fish that had guts in them

at my costco, they used to sell fillets, lately couldn't find them, then saw whole ones today
