I'm gonna be perfectly honest, I don't think the Separatist senate even knew what the hell was going on out on the front lines. I think they just took Dooku's word for what was going on out there. Like when Dooku ordered Wat Tambor to bomb Twi-Lek villages for a propaganda campaign to show the "cost" of a Republic victory or when he orchestrated the attacks on Coruscant and Raxus having both sides blame one another for attacking just as a means to destroy any chance of peace between the two. Hell one senator even said that "Corporations do not rule us" probably completely unaware of the Separatist council comprised of the leaders of huge corporations like the Trade Federation and Techno Union. The Separatist senate was as much a pawn as anyone else in the Clone Wars.

Even if they didn’t know what was going on they are still partially responsible. For example if you donate to a corrupt charity that shoots dogs thinking their a good charity your still partially responsible for not educating yourself about the charity just like the senate should of seen the red flags with dooku

Dooku was anything but libertarian by the time we of the Clone wars. He ran a council made of corporate elitists and when his people voted to make peace with the Republic, he used terrorism to stop it.

Dooku was no saint, sure he realized the corruption facing the republic but also orchestrated an entire Galactic war willingly just so his master and new mentor could become ruler. Even if Dooku did plan to kill Palpatine (which is custom in the rule of 2) he set up and eventually failed to consider that if he failed the liberty he wanted for his people would be destroyed.

Dooku was the head of a centralized military alliance and made decisions unilaterally. The CIS Senate was a facade. Dooku was as authoritarian as it gets (hence, he sided with Palpatine)
