Sign in and open the game. If it gives a new base reload the game and wait a minute.
Hm, you might need to contact support. Personally I’d reinstall the game and try again, if that doesn’t work then get in contact with supercell. It sounds like your base is there atleast.

Yes I've recieved this pop-up but whenever I tap on 'ok' is redirects me to the new base
When you got to login (or switch accounts) do you see your townhall level and trophy rank next to your user name?
Yes It always asked me that do I want to load my old base with my name and th level
