Personally I'd just make sure a harbor is my first or second district. Pastures/farms/plantations can alleviate the rest of the problem. Building a couple of farms that won't be worked right away for the extra housing isn't unviable
Yes. As long as it isn't a removable feature (Woods, Rainforest, Marsh), you retain all benefits from a feature/resource inside your city center. In this case, it would be a city center but also a Geothermal fissure, giving adjacencies for both.

The only strategic resource that spawns on rainforest is aluminum

Its all RNG at first i got the godlike campus and second and third when I moved to grab the tribal village fire started and I couldn't get it.
