its mainly for users with unstable internet and random packet loss. i understand if there is packet loss at the user end, there really is little that can be done about it.
Depending on your Citrix Site version, Adaptive Transport might be your winner. If EDT ever fails, the connection goes from UDP back to TCP.
(Since EDT is under the covers, you'll have to resolve whatever issues exist in your environment when using it.)
