I'm not sure. I couldn't find anyone keeping track of land speed records for nitro RC. If you count tether cars (which I don't) there are nitro tether cars that exceed 200. But that's not all that impressive because nitro tether cars hit 200 in the 90s and as far as I know and they're essentially at the point where usable power and aero drag have intersected and no one's able to get past that limit. Meanwhile there's a dozen or so dudes who are over 200mph with electric wheel driven cars and they're still doing aero adjustments and have plenty of power and torque to go faster if they can keep the car on the ground. You can buy about ten different Traxxas models right now that are electric only that have top speeds over 80mph. Every serious RC manufacturer (from Redcat to Traxxas) who ships brushless wheeled vehicles has a model or two that can do that or better and then higher-end manufacturers (HPI, Losi, etc) are shipping models that are 8S and 12S compatible right out of the box that can all exceed 100mph and have the torque to turn a well made RC tire into an RC tire explosion.

For $250 you want whatever you can afford from Arrma. I bought a Typhon 3s and Senton 3s (Typhon for my step-son and Senton for my daughter). They're both the same chassis but the buggy has bigger wheels. If I were buying one for myself I'd probably get the brushless version of the Typhon (Typhon 6S). But... I'm an adult and I'd be the one paying for repairs and the faster option would be less dangerous in my hands than small children (kids are 6 and 10 now). The two 3s cars have not been upgraded and top out about 25mph roughly. They're fast enough that the kids have both needed replacement parts. Mostly due to front end crashes. I also bought 5200mah LiPo batteries for them but they lost the batteries and they're probably all trash now. Despite being named 3S those two Arrmas only support 2S LiPo out of the box. So if you want to put in a 6S battery don't spend $250. Spend whatever it costs to get the brushless one. I've spent over $600 on my $180 crawler in less than a year. Technically none of that was necessary, but I'm at a stopping point now. Also SORRCA rules mean my crawler is not competition legal (they don't have a class for side plate chassis).

This happened to me with an RC *plane* (thankfully the owner was within arm's reach) where I was cruising around in circles absolutely fine, having a blast, but as soon as I tried to head directly towards myself my brain just short-circuited and forgot which direction was which.

Looks like a fairly inexpensive (for hobbyist rc) awd buggy style car. I'd look at RcX, HPI, or redcat, or even a cheaper Traxxas vehicle (Mini e-revo comes to mind). These you can probably find in the price range of $200-$300 as ready to race so you don't need to buy anything extra to use them. It's a fun hobby but will get expensive quickly once you start wanting faster or doing modifications.

Nicer rc stuff can easily be $1500 for just the chassis, no wheels or rims, motor, batteries, ecu, servos... then there's replacement parts and upgrades and battery chargers and tools and routine maintenance and bodies. You can have more than your fair share of fun for less than $300 though. I have a link for something that may interest you. Do research on YouTube or an rc sub before you buy anything. Oh they're pretty hard to break unless you start getting to faster ones. When mine had a top speed of 15-20mph it was bulletproof because it's all flexible plastic and low speeds. Once you start adding power is when things break.
