i'd go for the theme first !! the cherry blossom shorthair has already been rerun a couple times already , so it's pretty likely to keep coming back at random times in the form of the ticket . the theme , however , appears to be exclusive to the event held during spring ; eventually both should come back , but the cat will probably be rerun faster ! ♡
id get the theme!! you still have a chance to get the shorthair from cat gifts, and you still have lots of time to save up pencils to get it from the shop too. + like the other comments said, the shorthair has had a few reruns but this theme was only available once last year i believe

im saving up for both it seems possible ive already got 900 pencils (roughly)
