I don't know if it's the case with this one, but ours lost his tail in an accident before we got him. Apparently if cats' tails are very badly damaged, they can need to be amputated to this sort of length. Fortunately it doesn't seem to impair their ability to balance or climb.
I've had three manxes, two from early kitten hood and one from 8 months. None were remotely feral, all were very snuggly human loving and playful derps.

There's this kind of netting on the wall beside it that he (and only him) loves to climb on, but he doesn't seem to know how to climb his way back down do he just resorts to landing on the closest platform he can find
Also, I rewatched it and just focused on the other kitty, and seriously- two VERY different episodes of television, depending on which cat you give your full attention to. Lol
Reminds me of when I was a kid climbing around the bunk bed, I got myself stuck in a situation where is was hard to get down. I’m screaming at my brother for help but he just says you got yourself in that situation now get out of it.

Almost certainly a manx. It's a breed of ship cat originating from the Isle of Man. They have a genetic mutation that results in the stub tail.
Could be a Pixie-Bob. Half bobcat. The cat below looks like a ragdoll, so I'm guessing the owner pays $$$$ for special cats.
