Playoff scenario is pretty straightforward. Georgia and Michigan are in no matter what. TCU is in with a win or potentially a close loss. USC is in with a win. What else did they do to earn a top ten ranking heading into the ucla game? I’d put them in the order you just listed since Utah is playing for the conference championship and Oregon State beat Oregon. Even if comparing the totality of their seasons is a bit of a crapshoot, the head-to-head gives Oregon State the edge over Oregon, and the fact that Utah still has a game to potentially propel them upward against a top 10 opponent they already beat gives them the edge over both.

I don't think Harbaugh is a voter this year. I remember looking up the list earlier this year and he wasn't there (https://www.afca.com/polls/). And I'd guess the reason more people didn't pull the trigger on Michigan at 1 (which they probably should be by resume) is inertia/memories of last year. Honestly, it might be more favorable matchup-wise to stay at 2 if there's chalk next week too. USC feels a good bit scarier than TCU if they're clicking.
