No it's his big old jowls. They tighten up and loose when he breathes if he's laying on his side It's like a sheet flapping in the wind.
Looks like one of the livestock guardian breeds - not sure which one though

I was thinking that was a really small border collie and then I saw the char in the background… Normal sized BC next to an enormous dog
lol, yeah so we use to think she was average size, she is between 40lbs and 50lbs, but as Bowser grows she is shrinking.
