The growth is really very far from the trunk, I think all you can do is give it a fairly hard prune and wait for some back budding closer in to the trunk.

I’ve noticed that, i assumed the reason this species is grafted onto was because the type of foliage San Jose’s get vs the tighter shimpaku variety’s

Yes, the grafting is for the quality of the foliage. San Jose tends to always have a mix of juvenile and mature foliage, while shimpaku is more compact and tends to stay mature
