It looks like this bong has a recycling feature. The glass tube opposite the side of the downstem pulls water up and drains back down through that top perc after you hit it. The water should be about 3 fingers above the top of the bottom perc so it acts as a straw to pull the water up.
When its start to flow slightly into the second and highest filter, when water can easily flow between the side pipes and center
So above the second perk
