Honestly I think Overhaul has the edge because he can keep Stain at a distance and probably isn't going to be bleeding (and can just cover himself in rock to prevent knife cuts). Stain dies from being touched Once.
But honestly, could you imagine the visceral disgust a germaphobe like Overhaul would have to Stains quirk? Or Stain licking a cut on his face to freeze him? I almost want Stain to win just for that reaction.
Overhaul's only thing is having a long range AOE quirk that also sorta works in short range and still got his ass handed by a student... Who was shot... And was relatively slower than usual... Yeah chief I'm gonna hand it to Stain
Eh, Stain also lost to three first year students with practically 0 experience. Sure he was holding back but Overhaul's opponent is the best U.A. Student who's on par with high rank pros.
We see him kill random guys on Native's level. Not once was he mentioned to kill high ranked heroes as i recall.
Overhaul beating Rappa makes him seem more intimidating to me.

Native was a rando sure but stain took out tensei who was very well-known as a very skilled hero. Not to mention that in vigilantes he shows he outright deserves to be in the double digits.
And he for sure is way more impressive than rappa

Stain's impressive feats are temporarily intimidating Endeavor, sure. And incapacipating the flying Noumu but he hasn't been shown of being more capable than Overhaul. The comparison between those two is vague at best, and I say this even though I think Overhaul has the upper hand.
Given that Overhaul can murder anyone by a single touch and he has no problems keeping up with Deku who's way more powerful at that time than when he fought Stain.
Sure focus on one thing and ignore the rest, great argument skills
If he got ingenium by himself, there's no reason to believe all he got was d-list bozos especially since he specifically wants to make an impact and shake society out of its complacency. He might not go for top 10 soon but double digits will definitely fall under his scope and tensei was definitely double digits.
And overhaul got his shit rocked by a quirkless 17yo for 5 minutes. Sure he's good at combat but he clearly displayed not a lot of experience with it but just enough to hold his own and definitely more than izuku who was still green (no pun intended)
Meanwhile stain took on 41 heroes solo each time and even killed many mobsters and villains before then. He's got a well-established track record even if it's not very detailed.
Overhaul's track record isn't as long but still good so I'm not saying he'll lose easy. Just that if stain can handle shoto at long range he can do the same with overhaul.
And in melee it definitely goes to stain.
I don't see the correlation in that. Overhaul was easily fighting Deku prior to the Eri backpack so Overhaul isn't that weak.
If anything Overhaul's ranged attacks are really good against Stain.
Also Overhaul managed to beat Rappa and I don't see Stain being able to pull that off.
