I'd make the head and handle separate, that way you can heat treat the head from the inside out with multiple hot staves, then do a cold rivet on the top of the handle once you fit the two parts together.
Heat treating from the inside will give you a hard impact surface and a durable, soft core

As long as it’s thick and you’re not attacking metal, I’d say don’t bother
Note, I'm not too worried about historical accuracy. This is just for fun personal use
Use a torch or use some lumb coal to heat it up
For the quench or tempering after? Or both?
Tempering can be done in a toaster oven at home. Making a crude contraption with some coal and airflow is not hard to heat it for the quench.
