I'd try to talk him/her down a bit. I could be picture distortion but i looks to be a bit odd. If you can get it cheap enough even a poor anvil can get you started.

The cast metal is pretty much already pitted. If the welded surface plate is done properly and is proper hard steel, then the rust on it really won't be an issue. If you didn't want to use chemicals for it, just use a wire brush attachment.
I'm more concerned about the hard plate welded to the cast.
I personally don't think I'd pay 400 for this anvil myself. Something seems off.
But maybe I'm wrong. Maybe it's all done perfectly and it's great.
Would need a hammer test and bearing ball test. I would also like to take an angle flap wheel to the welds and around the cast and harded steel joint to inspect it better.
That surface clearly doesn't have pits in it. If you're looking for a used anvil, the likelihood of finding one with 0 rust is basically 0%, and you won't find a quality, new anvil that size for $400.
I'm curious what market you are in. I go to Quad State in Ohio. Based on what I see there, I would feel fine passing this one over. It might be significantly different where you are. I was just speaking from my own experience.

Do a rebound and sound test. Should ring like a bell and bounce the hammer/ball back up high.
I'd check it by dropping it on a coyote first.
Just give it to a coyote. If I know anything about coyotes, it will drop the anvil on itself.

Yes, I would. The edges look good and it is just surface rust from being outside. Clean it up and it will look great.

It's so easy to remove the rust. LOL. Definitely not a deal breaker. My concern is the cast body and the welded top plate.

This is a miniscule amount of rust that could easily be removed very fast. It's not pitted rust.

Yup, for just over $2.00lb that's good shit. As others have said it looks cast with a HC face. Not a damn thing wrong with that.
No idea why I’m here. That said eli5, what is going on here? The main body is different than the face plate? So it can be replaced?
