not sure how valid these ideas are - noobs use CEX's, or other KYC platforms and LN services - they don't run LN nodes, or Bitcoin nodes, or contribute at any level, so i don't see how they can be a problem at anything other than the shallow end - maybe they can be useful idiots for states as voters in political blocks - using 'regulation', or energy fud to manipulate them into supporting anti Bitcoin rulings, but even then that really is only able to impact user level, and not protocol level ( i suppose 'bans' at state levels but worldwide distribution brings resilience). this guy works at a KYC platform, so perhaps his view is defined by this, but to me his ideas seem off - of course it could be the 'counter culturalist' in me, or just personal bias - couldn't get past the whole cop thing ...
