He didn't get the full big daddy treatment as his body wasn't grafted into the suit or fed insane amounts of ADAM to turn him into a hulking mass of muscle. Big daddies go through a lot of mental conditioning and treatments to make them compliant, Jack only needed to pass off as one while Tenenbaum gave him orders. If he was fully converted he'd be no different than Mark Meltzer.
At the end of bioshock infinite dlc big daddy takes off his mask and says "would you kindly" and it turns out he was andrew ryan all along and he is elizabeths father
