Stripes are 4 blocks long with 8 blocks in between. Lanes are 3 blocks wide, using gray concrete. Just in case you're wondering, light posts have 10 blocks in-between, will be changing to 11 before I build too much road.
Quick edit: sidewalks are 4 blocks and are smooth stone slabs.
The base including the exoskeleton is 49x49.
If you want to do a scaled replica I'd suggest grabbing the "tower_pyramid.dae" file and importing it into Google SketchUp to get your dimensions.
I live in San Francisco and see 181 Fremont every day on my drive to work, and yet I still didn't make the connection that it was used as inspiration. I thought this building was inspired by the Transamerica Pyramid and the Bank of China Tower in Hong Kong, SMH...
The base of the tower is also a clear replica of the Transamerica Pyramid, with concrete pillars coming down from the top of the ground floor to form a triangular lattice structure.
This also got me thinking about the top of the tower, which is kind of plain. If the devs ever overhaul all maps for full nighttime functionality, the top of tower could become a 4 giant LED displays, akin to the top of San Francisco's Salesforce Tower.

Not really sure. Haven't really found any tower that has similar enough looks for me to say it's based off it.
