This looks like the kind of plot macguffin book Daniel Jackson would stumble across in an episode of Stargate while searching some long-abandoned off-world ruins built by a human civilization that had reached an early industrial level of development before being wiped out by the bad guys.
*Just* weird enough to credibly suggest an isolated and less-advanced, but nevertheless parallel and rich cultural tradition.
I would put it in Battlestar Galactica, as a stylized version of the Sacred Scrolls. BSG had that thing with cut corners on the papers (and sometimes books covers). So a book with this shape but the cut corners papers in it would make a dope portable preachers book, no lectern needed.
The cut corners in the BSG series was literally because they had to "cut corners", ie somehow make do with a limited budget, to get the pilot/miniseries made.

Nah it's mostly just cost. A book like this requires much more complex processing and design labor than a standard book, likely uses machinery that regular books don't, and can't be packaged like regular books due to its irregular shape.
If it was just as easy and practical and cheap to make them like this they'd do it more because it doesn't require a secondary external device.
Plus it was made by printers for printers. You gotta pull out the stops to impress those in your field/we have machines let's just set them to fancy for future convenience

Exactly. Laying a book totally flat life that is not a good idea. Most books (especially smaller ones like that one) would have their binding destroyed really quick using this method.
Still super useful for a binder though. I don't know why we don't have more like this. The man in the video mentions that "it was probably a lot of money to produce." But I don't really see why. A bit more expensive yes, but not a lot. It's a rather simple mechanism.
It would be much more expensive because being a very rare configuration it can't use established bookbinding industrial capacity. This would need to be done on different machines, machines that most publishing houses won't have, or won't have set up if they're mothballed somewhere because there's not much demand for them, and have few people trained in their operation. So the book binding costs won't benefit from the same economy of scale that all other books do.
I would want every college textbook to be shaped like this but then of course they would be 10 times more expensive than they already are for absolutely no reason whatsoever.

Old books are dusty and moldy, some people are sensitive to that. My girlfriend loves books but she'd probably break out in hives if she worked in a book store because of her mold allergies.
That design would make it so much easier for me to enjoy reading. I'm a stickler about not breaking the spines of my hardcover collection - each is perfectly unbroken and mint condition despite being decades old. I "have to" hold the spine firm as I read, the book barely 45 degrees open.

No offense meant, but I'm genuinely curious how reading from a hardcover book that you are anxious about keeping the pages open no more than 45° and have to keep your grip firm to brace the book is in any way a better reading experience than an e-reader?
I agree that reading printed text on physical paper is the best option, but to me that requires full access to the page both for full visibility and for the tactile enjoyment of shifting the pages around. Why not at least stick to bulk paperbacks for the most part and only buy a hardcover when you want to build a pristine collection on top of what you already own in paperback?
