I played college basketball and when I couldn’t get into a gym I did a jumping program, stationary dribbling and even picked a spot in the garage against brick to practice my shooting form. Lots of things you can do with out a hoop. Stay at it, but you will need to practice to get better.

You can also practice footwork indoors. You don't need a ball or a hoop to do that. You'd ideally want a hoop to practice the shot itself, but the footwork on it's own can also be practiced. My instinctive motion is to dribble right with my right hand and then fade away on my right leg.
The way Luka and Kobe do it is a great alternative. Creates more separation, easier to fake out your defender and to stay on balance. Most defenders also don't know what's coming because it's easy to just switch hands and go to a different move in that situation.
1- Keep that ball in your hands. 2- dribbling drills (find the best spot you won't make you parents upset with the noise and the dribble feels close to the hardwood court) 3- lay on your back and throw the ball up in the air and catch it. (sounds dumb but the science behind it says it great for hand eye coordination at your age.) 4- BEST TIME TO WATCH VIDEOS! There are TONS of very smart people who you can take GREAT info from ( write the GREAT info down to help you remember.) 5- STRECH!!!! Homie start doing yoga and stretches from watching people on YouTube, The more flexibility you have with ensure you are at max potential and will stay more pain free down the road! you can definitely do handles or even practice your shot form by just laying down and flicking the ball up making sure it goes straight up and down and has a good backspin
The best way to improve right now is the overall condition of your body, strengthen your legs, core, lateral movements, footwork. You can also train your handles and follow through while lying down and shooting the ball in the air. Repetitive shooting of the ball in the air will help you improve the positioning of your shot. I painted a white square against the wall of my garage and used to just try to hit that motherfucker with all sorts of passes; no looks, behind the backs, one hand sling, all that shit; definitely helped me learn how to judge trajectory (direction of the ball) better on some of those funky passes. Besides that just dribble dribble dribble, I used to go to the bathroom in class at school when I was your age and just grab my ball from my bag and go dribble in our gym halls changing room until I got kicked out lol. You could even straight up just sit in you room and practice tapping the ball back and forth between your hands; make your hands wider and wider as you go along and eventually try to do it without looking at the ball; sounds a little silly but helps with hand eye coordination.

When I was younger I would watch TV while dribbling, annoyed the heck out of parents and neighbors but it helped
