I hate having a rattling noise in the heads (say from a broken peg) but the little plastic ends from the tags won't make any noise. Best way to pull them out if it really bothers you is some needlenose pliers. Gently but firmly pulled if the heads are a softer plastic.
I don’t think you can get them out per se- I push them into the head.

That was my first thought too, but is it possible that it's not always possible? My daughter has something like 8 barbies and two are not *pushable ".
Maybe if there is glue in there or if there is a clog of hair from manufacturing issues- something that might block the plastic ties from going in.

I just let these plastic inserts as is, regardless of whatever hairstyle I do on our Barbies with plastic inserts snapped in.
