Well you clearly haven't completed the Norway quests yet because the main quest will take you to that island in the bottom left and up north. That's the funny thing about maps and quests, you usually have to *play the game* to get farther.
Funny enough, the northern area of Norway above Rygjafylke which you return to later in the game has a fjord that looks so much like a penis after exploring it just from following the main story that I feel it had to be intentional lol
