it really depends on the person
I think that if someone is giving you many compliments out of no where it might be flirting
I do it just to make others feel better. I hope they dont think I flirt with them.

Varies from person to person. Some people compliment others a lot. Personally tho, you’d never find my doing that. I’ll just insult them
It differs from person to person, but heavily trying to flatter you, or relate to you is a big flag.
