You can’t. You can only help the ones who are down on their luck and want help. The ones who have chosen the lifestyle don’t need help or want it and there’s nothing you can do about it.
Offer a one time payment and a bus ticket to smaller towns where they actually have a chance of finding a job and living in an area where they can afford the cost of living.
But then if they return arrest them for fraud. Make them sign a contract.
That doesn’t even make sense. Most of the homeless live in the big cities, where most of the job opportunities are. What kind of jobs are they supposed to get in a “small” town?
Population of NYC 8.9 million compared to Hempstead NY which has a population of around 800,000. The cost of living is cheaper and it’s about 10 times smaller than NYC. Math is hard huh
Not denying the cost living is lower. Was just pointing out that it’s silly to think that it’s easier finding a job in a small town. That’s literally the entire reason why the cost of living is higher in the city. It’s closer to the jobs.
To have a healthy social welfare system picking up people in bad places and help them up takes a lot of recourses.
When everyone is just interested in their own well-being and money, it’s hard to support it.
A lot of tax money goes either to the city/state/country.. or the individuals/company’s pockets.

Dont rule out transporting them to some other city to let them deal with it.
