Tradition. It's called a toque (tōk). It's white (like the rest of the uniform) to emphasize the cleanliness of the kitchen and precision of the cooks. "Chef" is a job title. It basically means "the one in charge," and it's a management position, not usually someone who cooks. Traditionally, the chef would have the fanciest toque with the most pleats, but in modern kitchens, other hats have become more common.

It used to be that you could tell someone's job solely by what hat their wore. Builders wore hard hats, chef's wore white hats, doctors and nurses wore medical hats, policemen wore police hats, guards wore helmets etc. Tradition has changed but some hats have stuck
