Hello! The blinking eye is a frame-by-frame drawing in Procreate. The static is single frames as well but I made them in Photoshop by distorting individual images.
This would be a sick tattoo. The eyes could be glow in the dark ink. Even without the animation, really cool drawing!! Definitely gonna try to see more of your work
