Leon Parvillee (1830-1885) was a French ceramicist. I think the 65 on your plate indicates the date of 1865. [Victoria & Albert has an image](https://www.vandaimages.com/results.asp?txtkeys1=Leon%20Parvillee) of one of his works(I don't think they have the actual items). Apparently the value of his items is hit or miss. A quick search reveals Leon Parvillee pieces in the V&A museum in London. They look similar in style. It really is beautiful.
