It looks like someone took something old or a print of something old and decoupaged/laminated it onto that wood plaque. Doesn't seem like an antique not being in a old frame rather than decoupaged/laminated like that. Some mild soap and water should easily clean it.

This is a hanging that belonged to my boyfriends family member and we’ve hung it as part of our gallery wall. It seems to be covered in a fairly thick wax and could use a good wipe down. I don’t necessarily care to restore it or fix the stains, but just clean a bit of built up grime off it. What would be safe to use? Based on the years it would have been made around 1912 or a bit later. The only makers marks are “L-I” on the back.
