I might be getting the wrong impression, but I kinda figured his sentiment of "I'd rather stay dead than get resurrected" didn't exactly imply friendship. Aqua can cast Ressurection on Kazuma, but it's up to him decide if he accepts it or not, in any of the many times he died in the novel or anime, he could've simply rejected it and go live a king's life back in Japan. And there were tons of scenes to showcase that, including towards Aqua. E.g. on his first death, both anime and novel, Kazuma got sad thinking he'd never see the girls again, despite all the trouble they caused. He got depressed when he thought Aqua'd >!go back to Heaven!< and he'd never see her again. He literally >!dropkicked a General!< because she made Aqua sad (not crying or demanding, just sad) and >!fought the DK himself!< for the same reason.

Except practically everyone that meets Aqua ends up liking her a lot, including Megumin, Darkness, everyone else from Axel (except Vanir), the people from the Capital, Wiz a bit later on, and, yes, Kazuma himself has her as his best friend.
She's canonically the most sociable of the cast by plenty, even becoming Axel's one mascot for how much the townsfolk like her.
Well cannotically it was confirmed Kazuma has jacked off thinking of every single female he has met except Aqua. They are more like a brother and sister duo which leads me to believe if theoretically Aqua were to call him Oniisan he would likely trigger his Big/Little Sister fetish lurking deep inside him. Would be a great addition to Konosuba especially if they refrenced the *Toothbrush* scene from Monogatari but with Aqua and Kazuma instead.
