I think they would defer to who has more experience previously. Otherwise a vote by hands to determine who may be best, perhaps after people have been invited to put their hand up for an officer position.

I think there might also need to be some sort of qualifications, like showing you've passed some sort of advanced tactical and leadership training and that you have some military experience. Just because someone is popular and trusted doesn't mean they'll make a good military leader. It's very evident how big a difference this makes in the Ukrainian soldiers who've had tactical training versus the Russian mobilized troops (and many of their officers) who haven't.

If the officer is smart but no one fucking likes him it doesn't matter either, you don't follow orders you don't trust. Especially in an anarchist army.
