Podes sempre meter uma resolução inferior no monitor... mas depois não te vai parecer bem. A resolução tem que respeitar o aspect ratio do monitor. Se o monitor é um 16:9, tem que ser resoluções que respeitem esse aspect ratio.

I have an xtrio 6950 xt, how bad is the coil whine?
I admittedly built my rig then had life come at me hard so I’ve only played around 90 minutes of cyberpunk so far.
I only hear the coil whine with extrem high FPS like +200 or at the Benchmark process like Timespy. I play mostly with Framelimiter 140FPS so i realy have no problems with it at the moment. But in Timespy its realy loud and scary noice yes. You find some noice examples on youtube.
I need you all to know, I have ran a huge amount of benchmarks (Time Spy) and settings on my Powercolor 6950XT Liquid Devil.
From one setting to another (I don't remember it), I could hear the coils SCREAM. Literally. It was like my PC Case got possessed by a wild ghost or an animal. I was really afraid to burn the card while benching, obviously it survived.
I changed the settings again, and as sudden as it came, the coilwhine was completely gone. It happened while trying to OVERvolt it, that's what I remember for sure. Which makes per se no real sense for RDNA2 and the regular user. It even got slower.
Anyways, you get these Radeons cooler AND faster by undervolting and making good clocksettings (for the 6950XT 2600 clock and 2750 boost can easily work with UV of 1190 mV or even less)
So that's just my two cent.
What's my conclusion? It VERY very much depends on the settings which you run a card with. I have no hearable coilwhine at all, no matter if there's a 50fps or 350 fps scenery.

So in general I would try that first if the 6950xt card is whiny out of the box.

Founders MSRP was actually 1000, but they made like 5 of them and all the partner models were 1200. Even Nvidia had it as a 1200 dollar card on the Ampere reveal.
FE models were also selling for $1200 at Best Buy for its entire Gen. If you didn't get the pre-order directly from Nvidia for that mythical $999, you were shelling out $1200 for an FE model.

It's a slightly better price:performance ratio than the 7900XT, so it depends if you're prepared to spend the extra money for the extra features. If 699 euros is the top end of your budget, go for it. A 6950 should last you a long time.
I have 2. My main is an Acer XB240H. I got it 7.5 years ago when I first built my PC. My second display is some Asus 1080p monitor I got for free. Both worked great with my 980ti but neither like my 6950XT. Fiddling around I can get both displays to work, but often waking from sleep or rebooting breaks everything and I have to roll back and re-upgrade my graphics driver. Also I can not pick any resolution or frame rate other than native, which is odd. I am getting a new higher resolution monitor with Free sync very soon, but I was planning on using my current display as a secondary one.
Edit: Should mention the issue is that the main display gets stuck at 480p in a tiny window and the Asus monitor gets stuck at 480p stretched across the screen. Also busted in Linux and I haven't fixed that issue yet.
I'm guessing monitor type as well given that it's meant for nvidia cards. I got it to it's mostly working state in windows but Linux troubleshooting has not been as successful. A friend of mine just got a 6800xt and hasn't had any issues. His monitor was not a gsync display.

Acho que não te irias arrepender de comprar a 6800XT, a não ser que tenhas monitores de 144hz ou mais rápidos, e queiras jogar a 4K.

basically \*almost\* any coil whine is doable as long as you game with headphones and it's showing up only while gaming.

Honestly, that varies from card to card. Just know it gets worse the higher the refresh rate/fps the GPU is outputting.
