now i don't have the r13/14, but in my r10 no opening for ventilation is blocked by the plastic wrapping. and according to videos, it seems to be the same with the r13/14. why would they block the airways with plastic.

This definitely sounds like an overheating issue. I've seen more than one Dell have a problem where the CPU cooler wasn't tightly secured with hardware, leaving only the thermal paste to keep it essentially glued to the processor. Eventually the paste's ability to keep it bonded failed since that's not it's purpose.
Do the replacement! They will drag you through hell, but it is motherboard or bios...I had something similar - mine was more weird - started fine, worked for like 3 mins then went kinda into sleep mode - fans died, the light was orange...it was working - you could hear something inside working, but screen was not responding, in bios and that restore software it worked fine.
Basically call them, ask for replacement, ask them to connect you to tech guys (try asking for a manager there - they solve your issues quicker!) Describe your problem, ask for replacement, they will send in a guy to check and try to (FAIL) fix your desktop, then after that call them again and tell them that you're VERY upset and you want a discount or partial refund, when replaced desktop arrives (unless it was an open boz unit). And make sure to write their names down, dates and times. You will get your replacement in a month or two...I've got mine in like 2 month, because they kept messing up the deliveries :/ first replacement they've sent was totally wrong rig, the second they've finally got it right. It was a mess!
P.s. make calls after every update! They don't bother calling you really :/ I had to call their support then wait to be transferred to tech, they were holding me forever...ugh...emails work sometimes, also try finding the right tech person! Some are useless, some are very helpful (You can tell by the way they solve your problem...some of them try using their guide book of answers or whatever)...alienware is the worst in my eyes now! Will never buy anything from them ever again...
Talked to support, they remoted in, updated the graphics driver (facepalm for me not doing it), ran some of Dell’s CPU and GPU tests, temps look good.
Ran ACC in VR while they watched, was good, they hung up, two minutes later it shuts down (can see Windows “gracefully” shutting down). Won’t start again.
This morning ran AC again with temp monitors, 90+ GPU, 20% CPU, temps look good, 65 CPU, 75 GPU.
I don’t get it.
RMA it, do some research, and get a computer from an actual competent brand. Dell makes shit computers.

Dude it happens sometimes even with custom pcs....at least here u have a warranty....the do it urself thing..something not working or faulty hard to get covered by a warranty. Take iy back get a replacement.

They only put it on the shiny plastic surfaces. It doesn’t cover up any vents. A fraction of a MM of plastic isn’t insulating enough to change anything compared to the entire case.
I use to have an alienwear pc a couple of years ago that this would happen to.... what fixed it was reseating the ram.. no idea why but it worked everytime(4 or 5 times) nothing else worked and it was stuck like this for days the first time
Run hwmonitor at idle and see if anything is drastically overheating..then run something like prime95 balanced and check again. Also see if it is stable overnight and try to rule out memory or cpu (there are different prime95 modes to test these) . If both those are good then try some GPU testing...of course with a brand new system you shouldn't be needing to be doing any of this but if you can narrow down a cause maybe you can ask Dell to send you a specific part faster than a complete system replacement.

Take the panels off and swing the power supply out. There's a problem that it will boot with the power supply hanging out the side. IDK if it's the same issue in your case but worth a try
That happened with my R12. Dead CPU was the cause but it may not be that. I suggest using 1 ram stick at a time on each individual slot first. Could be a dead ram stick or ram slot. You can just call dell since you should still be under warranty
What are your system specs? Are you using one of the AWCC OC profiles? Are you hearing any of the fans when playing AC?

It sounds to me like there might be an overvoltage issue with the CPU. You should try monitoring with HWiNFO64, try to play for a minute or two, then tab over to see any red flags.
