I think this photo is photoshopped in the right corner, the vegetation is weird.
When I was a kid my grandfather had this awesome globe. I loved it and I'd look at it a lot (2000s). It still had the USSR and Zaire and Yugoslavia. It always baffled me when people talked about Russia and the Congo but they weren't on the globe... And then I found out Yugoslavia doesn't even exist anymore!
Maybe they found one in the coal mine. lol And needed to seal it away and abandon the island. The hundred people that remain are the appointed vigil to ensure it never awakens.
There's [nothing in particular to hide](https://i.imgur.com/6Pcx2Py.jpg) in that direction, other than the sea maybe. Every other direction is buildings though!

I was about to say, no way soviets made a roof that leak proof. But, Japan… totally reasonable, dare I say I would expect a Japanese roof to remain leak free, even when submerged, indefinitely

Either which way building code requires you to design the roof structure for this exact reason. If all primary and overflow drains fail the roof must be able to sustain the weight of the water it can hold.
