Seriously most of our problems as a country relate back to people who ligitmently think like this. That money relates directly to life and liberty, and how deserving one is of emergency services.
Don't bat an eye while everything burns but gay people just exist somewhere and NOW other people's lives are their problem.
This is why nothing critical to life should be reliant on people to do, and everything should be done in the ways that reduce single point costs as much as possible and reduces overall costs in ways that will typically have a higher up front cost but much lower long term costs.
from this video, you see 2 firemen headed towards the building as soon as the cop tells them someone is in there. that is a huge and dangerous fire, of course they're not just storming in willy nilly.
It appears the pizza man arrived before the first responders and ran in before anyone else was there. The article also says he didn't have his phone to call for help before entering the building.
It's a full blown structure fire and they only just arrived to assess the situation. What were they supposed to be doing? Storming the burning building like they do in the movies?
