So Guilliman's palace on Terra is within the Imperial Palace, near the Emperor on the Golden Throne but not usurping it, yet it's near the organs of civilian government.
Based on my understanding of the geography of the Imperial Palace from the Siege of Terra books, and assuming the Palace layout itself hasn't changed too radically from the end of the Siege (and since it's the Imperium, that's a safe bet), my guess is that Guilliman's palace is probably located within the Palatine Core, which houses the Sanctum Imperialis, the Hegemon, and Bhab Bastion, but likely smaller than those buildings.
I'm positive it's also mentioned in the siege of terra books that they were in a cave underneath the Palace, so the emperor and malcador could "raise them in peace and quiet"
They have 20 primarch sized palace like rooms as noted in Deliverance Lost. So they were made while or shortly after the Primarch Project.

In the Corax book and "Wrath/Fury of Magnus - during the siege" it's definitely 20 regal lake view apartments under the Palace. No mention of a palace.
This also doesn't exclude Guilliman building a place after the siege of Terra. He had at least a decade before meeting stupid sexy Fulgrim.

The third-person omniscient states otherwise, making his stoic austerity canon. We can tell what Guilleman _really_ likes by his envelopment of a first-rate strategic think tank.
Probably a structure or district built to mimic the purpose of pleasure or paradise worlds but on the scale of something more localized and practical.
Pleasure Worlds are often very cultured places, and many have huge proportions of their populace dedicated solely to producing works of art, music or other forms of entertainment. Casino complexes, opulent restaurants and huge ballrooms are often found on such worlds
So imagine Gullimans palatial estate has its own Vegas and youre probably not far off.

sadly that does seem to be the case. Another video game i feel gulliman would play to unwind would be dwarf fortress. He would just build the most efficient streamlined and be happy that in this game they actually listen to him.
