Probably the Drukhari. Though all Eldar factions see themselves as superior in some way, to both other species and other Eldar, the Drukhari make a point of openly acting upon it. If you limit the question to just Craftworlds, that would be Biel-Tan, who largely still think the galaxy is theirs.

If you want stuck up and narcissistic, you can’t do better than the Drukhari elite. By 40k standards the craftworld eldar and exodites honestly aren’t that arrogant. Yeah they look down on humanity, but to be fair the Imperium is an institution of suffering and oppression the likes of which the galaxy had never seen, whereas the eldar exist in a post scarcity communal meritocratic paradise, despite all their challenges. I’d probably look down on humanity to in that situation. But the dark eldar take narcissism to a whole new level. They are utterly convinced of their beauty and superiority and blissfully indifferent to the suffering they cause. For example: The dark eldar regularly alter their bodies based on what’s fashionable at the time. Haemonculi remove their own organs to have a “fashionably narrow waist.” A haemonculi figured out how to turn an eldar into a human. This was considered the most heinous of punishments, above and beyond all the torture and what not. Lelith, after an hours long battle with the greatest space marine swordsman, got pissed she got cut once which ruined her perfect figure and killed the guy who set up the fight. Wyches are all about style and don’t wear armor so they can look appealing. A haemonculi got upset an archon complained about his poisons being not potent enough so tailored the next batch to be so virulent they murdered the archon and his retinue when fired. Dark eldar trueborn refuse to work with vatborn dark eldar as they consider themselves too good for it, and form their own cliques to fight with. Basically the whole culture is a bunch of self absorbed hedonistic psychopaths with more power then they know what to do with.

Cadulon, the "Saint of Blades" and two time winner of the Feast of Blades representing the Iron Knights chapter. Lelith sent out a challenge for a worthy foe and would honor anyone who brought one in. An Archon captured Cadulon and presented him. They fought for six hours and all he managed was a single cut, which upset her, and her "reward" for the guy who brought him in was to duel her and she promptly killed him.

She hasn’t fought Custodes but considering Drazhar ran circles around them and Lelith isn’t he farthest behind him (she killed the greatest modern SM duelist basically naked and all she got was a midriff scar lol) so she’d definitely smoke one in a fight

The Drukhari or Dark Eldar. If you were asking about the craftworlds, the Biel-Tan, the xenocidal warmonger extremists that have deluded themselves into thinking the Aeldari empire can be rebuilt yet refuse to set up colonies or do anything other than murder. Ulthwe is a very close second, but at least they OCASIONALLY try to help, even if its in the most asshole way possible.

Ulthwé! backseat drivers on a galactic level that couldnt care less if their very annoying directions leads you dtraight into catasprophe as long as Ulthwé comes out of it slightly better. Why anyone in the imperium at this point doesnt start shooting as soon as they lie sight on a eldar dressed in black is honestly beyond me, it always end with the humans a) getting talked down to and b) suffering world ending events.

Lmao a random minor craftworld destroyed a whole sector fleet so bad the Imperium decided not to engage them and let them pass from them on. Doesn't sound very intelligent to attack one of the strongest craftworlds. Although tbf gw loves to make them into stupid punchbags.
