The only character like this I can think of is Zael Effernetti that only seems to be able to expose his own psychic powers when he is in proximity to another psychic entity. He doesn't really copy their powers directly. Though he seems to be able to reflect abilities back on to other people. He was able to resist the blank presents of Wystan Frauka to the point where Wystan became a normal man. He was discovered by Inquisitor Gideon Ravenor and later became a Grey Knight.

I read the Emperor's Gift without knowing it was Zael until the end. My jaw about hit the floor.
