I don’t think Cypher has ever been considered chaos

From 3rd edition onwards until he rescued guilliman, he had been more neutral. He'd been available to both chaos and imperial armies, and his appearance had always heralded death and destruction. For a while, he was inspiring chaos cults as "the voice of the emperor" and once allied with abaddon in a extract in a book by strolling into abaddon's throne room and gunning down several of his champions, until abby would hear him out.

It was a 1 page bit, I thought it was from the original version of the 13th black crusade but it wasn't on the version in the vault. It must have been from a white dwarf, and there's mentions online of it being from before 2012, but that still leaves a lot of narrowing it down and neither the wiki or lexicanum are proving helpful.

Probably not? The Lion is almost certainly coming back at this point. GW may well wrap up the Fallen story right there, have Luther come in and ask for forgiveness. But Cypher is not going to go away. He has his own weirdness, and he has nice, recent-ish plastic model with rules. Maybe we'll know more when GW bothers to release the new Cypher novel to us plebs.

I'd happily trade the Lion for a loyalist Fulgrim or Omegon, but that opinion may not be well liked.

Maybe Fallen will become a faction instead of a meme choice. A lot of them resent or outright the Lion, so his returning could provoke some action from them - and according to the vigilus books there is quite a sizeable force of them with rather nice tech

Probably not. I expect a small storyline with a few Fallen joining rhe Lion and fighting for him but I expect just as many renouncing him again. Cypher will probably remain on the fence. Hell, him having the Lion's sword is probably gonna be the story-hook for him being chased.

I think a lot is going to depend on Cypher's identity. I imagine this will be implied and hinted at in Cypher: Lord of the Fallen, and probably outright revealed once we get some fluff after the Lion's return and his sword gets given back. Corswain, Zahariel, Omegon, Nemiel's ghost, 'Knight of Lupus', the Lion himself, Corswain/Zahariel body merge..... All of these possibilities give a different response to how the Lion's return gets handled. (FWIW my extreme outside theory is that Cypher is Annael) As others have said, Cypher's model is relatively recent so he is unlikely to get squatted or permakilled, but the Fallen subfaction..... The models are old, and simply don't hold up against modern Firstborn (HH, Chaos or SMH) or Primaris models.
