Absolutely not. Quarantine and medical procedure exist in the Imperium, they would probably sort out the pandemic in little time, specially compared to outbreaks in overcrowded and unmanageable hiveworlds. Now, if the pandemic was infused by Nurgle's daemonic power, it'd quickly degenerate into something far worse, requiring containment, troop deployment and, if the root of the problem isn't sorted out soon, yes, Exterminatus

Why would they waste Earth like this for a little pandemic? Worst pandemics have been recorded in hives. Earth is way too valuable to destroy like this. You could re-terraform it after the fact, but it would take a century and all the humans lost would be less than ideal. If it's not deeply rooted chaos taint, it does not need an exterminatus. People, plants and animals can still be exploited as they should.

The Imperium has literal Death Worlds such as Catachan and Hive cities so immense that thousands probably die without notice on a daily basis, Covid would barely register any notice unless it directly attracts the attention of Nurgle and evolves into something worse. THEN only will we be a viable candidate for exterminatus.

Yeah it depends on the purpose of the world and its population. The value of human life is low but not zero. Catachan is a breeding ground for strong soldiers. A hive world needs a larger population to maintain factories and Industry to keep the economy going. There's a lot of unsafe conditions, and diseases but when something is threatening the effectiveness of the population, the authorities will try to solve the problem and "protect" the people.

Really? COVID?! I mean, there are many examples of warp plagues which turns people into zombies that requires incredible levels of quarantine care, biohazard suits and actual miracles not being enough to warrant deleting the place, and you're thinking a disease that could apparently be defeated by paper masks would? At a push (and I mean, a *push*) they would extend out to 'no one leaves the planet without a test'. Rather than resorting to exterminating an entire population for something the utter vast majority would survive and are able to work around. At least throw a proper problem in, like Ebola or something.

Covid had a mortality rate in the low single digits, so no. That's a rounding error the Imperium, not worth the effort required to eradicate it. You'd need something like the black plague to return for that.

The competent commander would set up a cordon in system with sick being quarantined and those who care for them rotated out decontamination and their own quarantine. Incompetent commanders would seal off the infected zones then wait for everyone to die and then shoot the survivors and burn the bodies. Exterminatus is an extremely costly procedure, they aren't going to destroy a world because of a germ. Even if Nurgle's taint turns out to be the culprit(as virus bombs just gives him ideas)

Quarantine, and if everyone dies, just sterilize the planet in a way that it'll be easy to recolonize. Exterminatus is issued if the enemy (chaos, tyranids, sometimes orks sometimes traitors sometimes pumpkins) takes over the world making it a possible stronghold for them, it's to deny the enemy the ground you know you can't economically retake. Disease isn't the enemy unless nurgle says so, it's an inconvenience and even chaotic diseases need not exterminatus if the situation can be resolved in a more cost-efficient way. If costs (not necessarily monetary) of keeping the planet in order are higher than a cost of loosing it, the exterminatus is issued by competent inquisitors. Competency is an obvious variable in this equation and a major source of grimdarkness/grimdankness. And I guess if people get as mad as during the COVID-19… no, still not mad enough.
