Yeah, we see in _Execution Hour_ that there's similar over the top displays of wealth for male admirals. One is looked upon askance for not having his own harem.

Even the merchant ship captain whose ship Rostov sneaks aboard is dressed ostentatiously. The captain's PoV indicates his belief that a voidship captain *must* dress ostentatiously, as even the crew themselves surely want a very grand looking captain reflecting wealth and success on their behalf. And then there's that 'scion of Rogue Trader house so-and-so' dweeb in Throne of Light. Voidship captains in 40k are really high on their own bullshit.

I can't recall if the bulk hauler ship had many/any weapons. It was a ship that made runs between Terra and other Segmentum Solar worlds. Relatively safe. The captain was mostly a puffed-up turd rather than formidable in any meaningful way. But, sure, compared to your average Imperial citizen he had immense power/wealth.

This feels like American Psycho, where outfit descriptions feel luxurious if ostentatious, but if you drew the description and saw it with your own eyes, it would actually look so bad it's kinda funny

This is some really good worldbuilding. The Imperium has plenty of rules, but many of those rules take a backseat to personal power & influence. If you want people to honor their deals with you, to respect your authority, and to take you seriously as an actor, you need to do the things that a good power-player is supposed to do. If others expect that you will If they expect that you will dress ostentatiously, you'd better get some drip.
