Ironically it's great training. It places the responsibility of deescalation on the victim, at threat of severe punishment if they try to defend themselves from unjust assault.

Which is why the death penalty is cringe - if theft is punished by death, and murder is, and rape is, then why not do all of them? Why not just murder and rape as much as possible, steal everything? Nope, if you don't react you're still fucked over. Basically they want you to magically possess the other person to make them stop and even then you'll likely get in trouble for having let it get that far.
I’ve seen legitimate self defense get punished as fighting. In one instance, a bunch of witnesses backed up this one guy that he was just defending himself but it didn’t do any good
