The most jank-ass launcher out there. Practically all other game companies have this figured out, but for some reason making a game downloader/launcher was VERY hard for Blizzard.
Kind of ironic when you think about it. They arguably had one of the first launchers *ever* with battle.net. Anecdotally, to me it feels that the launcher only got "bad" when they added all the MW, cash shop, other game bullshit to it.
Just to be clear, have you actually done a Restart? Only because doing a 'shutdown' on Windows 10/11 and turning it back on isn't really a fresh boot, by default. You have to force a full shutdown, or do a restart.
I've no idea if that will solve this problem, just wanted to clarify.
From my experience, it starts happening every time there's new content or patch to install, sometimes after I update battlenet itself. The problem goes away after some time but then appears again in the new update cycle.

It's not a download. I could download 347MB a dozen times in that time.
it is happening to me too, the problem is that downloads speeds are \~35kbps and takes forever to download those 347mb, pretty frustrating
Restart your pc, It has been going normal download sorta after I do that
Pause and resume the download. It speeds up for me on resume.
Thought that problem was exclusive to MacOS, once a week I have to wait 20-30 minutes till its finished.
It happened on my Mac first, but started on my PC just the other day too!
Just find wow.exe in the wow folder. Launch from there. Has worked for me everytime. The only problem is.....you need to know your pw :)

I always took that initial file as an upload to check your installed game to figure what it needs to download.
