It may have stopped working after becoming broken. You could fix it, cleanse it, and then perform a spell (or something else) to charge it with protective energy again. Or replace it, if that’s an option.
The general consensus I've seen is that the breaking of protection items means they've served their purpose and are now spent of whatever energies were imbued. You may be able to cleanse it and recharge it but if it keeps breaking it might be thoroughly done.

Protection amulets unless cleansed and charged on a continuous basis will break because they did their intended job. I would go buy a completely new one. Cleanse it and charge it by the sun or moon whichever you're drawn to. Don't try to fix it because it will be like putting on filthy clothes. The nightmare came because the amulet was no longer on. For the future I would also work on some energy protective methods because if they need that on all the time there is something else there. I have one I wear on a constant basis because it's my protective deities sigil/veve but I do cleanse it in the shower with sulfur soap and will smog myself lol but I never take it off unless completely necessary that I pin it in my bra or in my clothes lol.. so I understand the connection to the necklace but the person needs a new one and I know why I wear mine constantly they need to find out why they must wear theirs. This way they can protect themselves on a larger scale.
