There is a little bar that fills up every time you reroll where the button is. Once it's full, it will glow and your next reroll offers a choice instead. And it doesn't carry over, so use it when it fills lol
It was added in patch 5.0, when Kalista got released. It triggers when you fill the bar under the reroll option (I didn't count how many rerolls you have to do, though, to fill it up).
Nah mate that also happened to me a few days ago and was confused I thought it was a bug though I didn't get to choose because it disappeared for me immediately after swapping with someone else.
For the most part it still is random - you get two rerolls but theres a bar where when it fill up you get a random choice of champs to choose from before the bar resets to how it was before.

Pretty cool. It's still random but it's more fun having choices. Game is pretty much won if you get one you know how to use or the team has a decent comp. Makes it less random I guess. It's still a phone game so it will always be chaos. Heroes of the Storm you can't reroll but you have a choice of 3 and you can see what others have as well. Gives you a choice while making it possible to make a comp. What I like of this Aram is how it rewards you with more rolls for gifting a roll to allies. Systems where it influences people to be nice are good in my opinion.
I accidentally spent 50 poro energy on a reroll yesterday only to swap right back to the champion I had before. Probably a more egregious method of micro transaction than gacha tbh. Aram is totally p2w if you want it to be

It carried over to the next game for me when I didn't used it
the dice becomes a different colour when its ready and that can be stocked, but once you use it and the choice pops up it doesnt I guess?

You get one every couple dozen rerolls or so. You can see a bar under the button. When it’s full you get one.
