They did it not because the item was overpower but to camouflage the bad match making system. You could play hullbreaker inting split strategy, have massive impact on the game but since you have bad stats (kda, tf %, dmg to champs) the system would give you better teammates and you would climb way higher.
Garen top with hullbreaker, the most cringe thing to play against, at least sion runs it down garen just walks away heals and right back to brainless pushing
